Pennsylvania Gaming Control Board Fines Casino $50K for Allowing Self-Excluded Players to Gamble

The operator of Live! has been fined by the Pennsylvania Gaming Control Board (PGCB). Casino and Hotel Philadelphia was fined $50K for permitting four individuals on the state’s self-exclusion list to gamble in the casino. 

In accordance with state regulations, a casino is required to recognize patrons who have opted for self-exclusion and deny them gaming-related privileges, along with other gaming advantages such as cashing checks and receiving cash advances. 

 

Self-Excluded Gamer Wagered for 21 Hours 

As per a document detailing the agreement between the board and the operator, there was one occasion in December 2021 when a representative verified a person’s ID, but the Live! The casino player database failed to identify that patron as being on the self-exclusion list because her middle initial on the ID was not included in the database. That individual subsequently used 10 slot machines. 

In a separate instance, prior to being recognized as self-excluded on Dec. 20, 2021, a person engaged in gaming for 55 minutes and purchased in for an overall total of $36,900 while playing blackjack. 

In a third case, an individual appeared on the Live! Casino gambling area for more than 21 hours in November 2022. The player invested $9,600, participated in roulette, and made three cashouts at the Main Cage amounting to $4,700. 

 

Refunds to Credit Cards 

The PGCB also revealed that they have added five individuals to the iGaming Involuntary Exclusion List following the discovery of fraudulent transactions they were involved in. 

In a particular instance, the violations mentioned in the cases involved employing someone else's name and identification to create an iGaming account and deceitfully having money deposited into that account, in addition to withdrawing funds from it without participating in gaming actions. In this instance, two people established 20 different online accounts, violating the operator's terms and conditions. 

In a different instance, a person established 16 distinct online accounts employing the personal identification and credit cards of various individuals, and transferred $11,250 into his personal bank account. 

Additional bans were imposed on a person who unlawfully solicited and obtained chargebacks to a credit card amounting to $11,125, as well as another person who illegally requested and acquired chargebacks to a credit card totaling $21,600. 

 

Players Penalized for Abandoning Minors Without Supervision 

The board additionally prohibited two people from entering any casinos in the state for having left children alone at the casino while they went to gamble. A woman customer abandoned an 11-year-old alone in a vehicle in the parking garage of Live! Casino and Hotel Philadelphia for 40 minutes on a day with 80-degree weather. 

Adults are not allowed to leave children unsupervised in a parking lot or garage, at a hotel, or in other areas of a casino. 

There are 47 individuals presently on Pennsylvania's iGaming Involuntary Exclusion List.
